Tammy Suzanne Green Baldwin grew up in Madison, Wisconsin. Her mother was 19 and was going through a divorce when Tammy Baldwin was born. Baldwin was raised by her grandparents because her mother had been diagnosed with mental illness and opioid addiction[3].
