Dan Sullivan was born in Ohio on 13th November 1964. He is the son of Thomas C. Sullivan and Sandra. His grandfather Frank C. Sullivan had founded the holding company RPM International.

In 1987, Sullivan completed his BA in economics from Harvard University. He obtained Juris Doctor (J.D.) degree in 1993 from Georgetown University.

After completing his law degree, Dan Sullivan completed his internship at the United States Court of Appeals for the District of Columbia Circuit. From 1997 to 1998, Sullivan worked as a judicial law clerk for Judge Andrew Kleinfeld. He worked as a clerk for Chief Justice of Alaska Supreme Court Warren Matthews from 1998 to 1999.
In 2000, Sullivan joined the Perkins Cole law firm in Anchorage, Alaska. He specialized in corporate and commercial laws.
Sullivan joined the United Marines Cops in 1993. He was promoted to lieutenant colonel in 2011. In 2013, Sullivan was deployed for six weeks to Afghanistan leading the Anti-terrorism battalion of the 4th Marine Division.
