Dan Sullivan was born in Ohio on 13th November 1964. He is the son of Thomas C. Sullivan and Sandra. His grandfather Frank C. Sullivan had founded the holding company RPM International.

In 1987, Sullivan completed his BA in economics from Harvard University. He obtained Juris Doctor (J.D.) degree in 1993 from Georgetown University.

After completing his law degree, Dan Sullivan completed his internship at the United States Court of Appeals for the District of Columbia Circuit.
