Dick Durbin was born on 21st November 1944. He has Irish-American and Lithuanian ancestry. His mother Anna Kutkin was Lithanian.

Durbin attended Assumption high school in his native town. He completed high school in 1962.  He completed a B.S. degree from Georgetown University in 1966.  In 1969,  he completed his J.D. at Georgetown University Law center.

After completing his studies, Durbin worked as a lawyer offering services to various politicians. From 1972 to 1982, he provided legal advice to the Illinois State Senate Judiciary Committee.

Durbin married Loretta Schaefer in 1967. The couple has three children. His wife died in 2008 due to congenital heart disease.

Durbin’s political career started during his senior year in college. He worked as an intern for Senator Paul Douglas.

He won the Democratic nomination in 1982 but lost the Senate election that year. Durbin again became the Democratic nominee in 1996. He also won the Illinois state senate election during the year defeating Republican Al Salvi.

Durbin is the main proponent of the DREAM Act supporting the call for conditional permanent residency of students or children of individuals who overstayed and entered the country illegally. The legislation allocated federal funding of $600 million to create safe medical facilities for African Americans.

He was also the author of the Fair Sentencing Act that was passed in 2010. The legislation advocated for fair sentencing of cocaine addict victims.

Opposition members criticized Durbin saying that he had insulted not just the US government but also the victims of the holocaust.

Durbin also received criticism for requesting a Court of Appeals Nominee to clarify her description as ‘Orthodox Catholic’. He said the description unfairly characterized Catholics who deny the position of the church on the death penalty, abortion, and other issues. 

But critics say that his request violated Article VI of the US Constitution. The section of the Constitution mandates that a religious test should not be required from an individual who applies for a public office in the US.
